The area around Roosevelt was opened for homesteading in 1905, due to a recent act of Congress that reduced the land allotment of the Uintah and Ouray Indian Reservation. The town was founded in 1906 when one of the earliest settlers platted his section of land and began selling off homesites. The town quickly became the largest settlement in what would become Duchesne County when that was split off from Wasatch County in 1914. however, voting in the county gave the county seat to the smaller settlement at Duchesne. Roosevelt is still the largest town in the county and has the only hospital in the county, too.

The population of Roosevelt is up 60% since 2000.
